Through food product registration, companies are allowed to import, manufacture, distribute (in local market) and re-export products in other countries. Thus, it provides complete trade facilities to traders and merchants.
Dubai Municipality will charge AED 10 as an application fee and once the product is approved you can download approval certificate with an additional fee of AED 220.

Once we have received the complete list of required documents and information process for DM Product Registration takes around 22 working days for the cosmetics to process the application and to obtain the registration certificate.
If the product requires laboratory testing, then then it will take additional 7 working days.
The approval of the product registration is subject to Dubai Municipality authority. The processes can change and there can be delays within the DM processing system. PPG will keep the client always updated to ensure timely processing of the registrations.
Cosmetics Item Registration in UAE
A cosmetic product is considered to be any substance or composition intended to be placed in contact with the various outer parts of the human body. This includes the epidermis, hair system, nails, lips, and external genital organs. This also includes the teeth and the mucous membranes of the oral cavity with a view entirely or mainly to cleaning them, perfuming them, changing their presence and/or correcting body odors and/or protecting them or keeping them in good condition.
To get your products approved for sale, import, or export, you must provide product information to the authorities. This includes providing a complete list of ingredients in each of your products. You will also need to submit a product sample to the authorities for some items if required.
Free sale certificate
This service enables the customer to obtain a certificate for free sale that indicates the products are freely sold in the local market in Emirate of Dubai and its compliance with the health and safety requirements in Emirate of Dubai, where this service is eligible for manufacturing and trading companies (health supplements, cosmetics, personal care products, perfumes, detergents and biocides) in UAE and issued for the products which are being registered by Dubai Municipality and manufactured solely in the Emirate of Dubai. Those products that you are registered before through Montaji (CPRE) is available to be listed in this service to obtain free sale certificate for those products. This service is provided by Public Health & Safety Department.
